Life at CDOT during COVID-19

At CDOT, we have taken several measures to protect employee safety and health, while ensuring continuity of operations. Employees with the ability to perform their job duties from home are encouraged to do so. Description of Job

The Colorado Department of Transportation (CDOT) has a vacancy for a licensed Professional Engineer I (PE I) in our Englewood office. As a PE I, this position performs design and construction management support for highway construction projects. The PE I will perform as project engineer and senior administrator on pre-construction projects.

Major duties and responsibilitiesinclude, but are not limited to:

  • Operate as the Chief Engineer's duly authorized representative in direct charge of the work and responsible for the administration and satisfactory completion of transportation projects under construction;

  • Certify that the contractor's equipment, materials, workmanship, and products are in conformance with the contract plans and specifications by overseeing construction, performing detailed inspections, and maintaining proper documentation;

  • Develop and evaluate roadway construction plans; supervise and prepare engineering plans, specifications, and estimates for roadway designs;

  • Apply current design specifications, standards, engineering theories and principles to develop safe, efficient, and economical project design; apply all federal, state, and local design standards, procedural directives, rules, regulations, and safety requirements to project designs;

  • Coordinate with entities and specialty units involved in the development and completion of projects; communicate federal requirements to agencies and facility communication between CDOT specialty units, FHWA, local agencies, and other entities;

  • Plan and manage studies that involve traffic/safety analysis, Planning and Environmental Linkage (PEL) and/or National Environmental Policy Act (NEPA); utilize this information to identify engineering solutions and assess potential project impacts;

  • Request field surveys, environmental studies, traffic studies, right-of-way information, hydrology/hydraulic designs, structural designs, utility location/relocations, and other information as required;

  • Apply surveying principles to obtain information on natural and man-made geographic features;

  • Ensure accurate payment for construction contract work performed by overseeing and making accurate calculations and measurements of quantities;

  • Analyze roadway and bridge design projects for potential problems; develop, recommend, and implement design alternatives/concepts;

  • Prepare a complete and accurate account of pay quantities, project activities, correspondence, conditions, and problem resolutions;

  • Lead others in the work unit and/or consultants assigned to the project team; direct and establish work schedules and develop procedures for completion of project plans and specified tasks; manage consultants and administer contracts;

  • Communicate and correspond with other departments and disciplines within CDOT as well as with federal, state, local agencies, consultants, contractors, utilities, and the public to provide information and/or resolve problems or conflicts related to the project;

  • Participate in meetings as required for all phases of the project; typical meetings include: design scoping review, field inspection review, and final office review;

  • Abide by all safety regulations, policies, and procedures and wear all required personal protective equipment;

  • Other job duties as assigned.

Work Environment:

  • Primarily 8:00 AM - 5:00 PM work hours, Monday - Friday

  • Approximately 10% spent in the field and 90% spent in the office

  • Occasional evening and weekend work

  • Travel required during work hours throughout the Denver Metro area

  • Occasional overnight travel 1-3 times a year throughout Colorado

  • Required to work outdoors in all sorts of weather conditions, and in proximity to heavy traffic

  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Current registration as a Professional Engineer issued by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.

  • A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.

Stronger candidates will be those that demonstrate depth and breadth of skill and ability, through a combination of professional experience and formal training, to successfully perform the duties and responsibilities of this position.

The Exceptional Applicant will be an experienced Professional Engineer and will possess the proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;

  • Has stamped plans and specigfications as Engineer of Record;

  • Highest work/personal ethics and integrity;

  • Civil engineering design and construction knowledge and experience, including current working knowledge of civil engineering processes, theories, laws, principles, conceptual models, and best practices, especially for transportation related projects;

  • Knowledge and experience with the CDOT Construction Manual, CDOT Materials Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, and MUTCD;

  • Experience managing project budgets and providing accurate documentation;

  • Experience with planning and design studies;

  • Strong attention to technical detail and accuracy;

  • Strong analytical, reasoning, problem solving, and decision making ability;

  • Excellent planning, organizational, time and project management skills and experience;

  • Excellent facilitation, presentation, and communication skills, both written and oral;

  • Experience managing budgets to ensure cost effectiveness of projects or programs;

  • Proven ability to collaborate and build relationships;

  • Ability to partner with professionals, consultants, vendors, stakeholders, and staff, with sensitivity to their needs and priorities;

  • Experience negotiating with individuals or groups to find mutually acceptable solutions; experience building consensus for acceptanceof a document or solution to an issue;

  • Flexibility/adaptability in response to changing conditions or unexpected obstacles;

  • Ability to work effectively in independent and team situations;

  • Passion for safety;

  • Fluency in Microsoft Office Suite (Word, Excel, Access), Google applications and Gmail, MS Project, MicroStation, InRoads, familiarity with SAP, and the ability to quickly learn other software systems.
