Raytheon has a need for a Senior System Engineering Integration and Test (SEIT) Operations and Control Account Manager (CAM) to augment our current OCX Operations team managing a diverse set of WBS elements on a highly visible program. The candidate will be responsible for the management, coordination, and analysis of >$125M in LOE and discrete work consisting of labor, material, and other ODC. The Platform and Automation (P&A) Operations and Control Account Manager will act as a liaison between the Program Operations team – planning and finance - and the P&A IPT Lead and technical staff to construct detailed execution plans that are incorporated into the IMS and MPM baselines. The P&A Ops Manager provides cross-IPT coordination to ensure timely execution of assigned tasking according to monthly cadence calendars; oversees the conduct of the P&A baseline change management; identifies root causes of baseline variance and propose / oversee implementation of corrective action plans; generates quarterly estimates at complete (EAC); manages IPT level Risks and Opportunities; supports staffing analysis/forecasting exercises; and supports other planning and analysis activities as determined by the program / IPT. The P&A Ops Manager will need to be able to work as part of a team and effectively communicate results clearly to multiple stakeholders. Clearance Requirement: Must be a US Citizens with the ability to obtain and maintain a Secret clearance There is the potential for external candidates to receive a sign-on bonuses of up to $10,000 for hires with an active Secret clearance if hired on this requisition. Required Experience, Knowledge, and/or Skills : • Demonstrated leader with 10+ years of hands on project management/control account management experience in large scale development programs that include multi-site coordination, installation, and activation, with 3+ years working with Government customers. • Previous experience working with program operations related functions including Finance, Contracts, Planning, Estimating, and Supply Chain Management • EVMS Certified • Proficient with Microsoft Excel and Microsoft Project • Experience in work execution planning and tracking that work to closure • Demonstrated ability to follow established program processes and procedures. The ideal candidate must have the ability to grasp the technical work that must be accomplished and an understanding of the amount of labor required to complete the work. • Managed Resources, Costs, Schedule execution and subsequent performance for areas of responsibility in a Work Breakdown Structure (WBS) • Experience with proposals and cost estimates • Demonstrated self-starter – proactive in determining goals and objectives and pursuing the necessary course of action. • Demonstrated ability to establish and maintain good working relationship with all levels of the organization, including government customers, subcontractors, and program PMO/IPTs/CPTs, and engineering organizations • Demonstrated ability to follow established HW and program processes and procedures. The ideal candidate must have the ability to grasp the technical work that must be accomplished and an understanding of the amount of labor required to complete the work. • Experience using tools and metrics to manage development activity, including EVMS and IMS Desired Experience, Knowledge, and/or Skills: • Experience with the GPS OCX program and OCX development methodologies. • Raytheon PM Level 6 Certified • Ability to obtain a secret clearance Required Education: Bachelor degree in Science, Technology, Engineering or Mathematics (STEM).
