The Program Quality Manager is responsible for all aspects of quality and mission success as the leader of a team of quality engineers in the C4ISR (LOB). This position will report to the C4ISR Quality Senior Manager.

The candidate will provide leadership to the Quality organization, which includes Program Quality, Production Quality, Engineering Quality, and Inspection. Establishes and leads the Quality Program Team (QPT) including, but not limited to Engineering Quality, Supplier Quality, and Core Quality. The candidate will be responsible for executing and implementing the Quality and LOB strategies and objectives to achieve mission success. This includes, but is not limited to, ensuring flow-down and execution of the Quality contract requirements and Quality functional support to the programs within the market segment throughout the program life cycle from proposals, through production and sustainment.

This position requires proven Quality Assurance (QA) leadership experience on development programs. This position requires a strong understanding of Software Quality Assurance, Hardware Quality processes, Supplier Quality practices, and the ability to adapt to program needs. The QA Manager will guide technical decisions that craft the software system design and drive design evolution. This role will work side by side with engineering and program management, evaluating product and processes to drive detailed improvements, and facilitate those activities, to improve product quality and process cycle times. This role will work with various Multi-functional Product Teams lead the quality management system that drives the delivery of objectives and features that the Missile Defense Agency customer has defined in their respective Statements of Work.

Additional Program Quality Manager’s responsibilities include, but are not limited to:

• For issues discovered, facilitate Root Cause Analysis events that identify complete root causes and associated corrective actions.

• Evaluate process/product performance and participate/collaborate with the engineering counterparts on program activities to assure processes and products are compliant to contractual requirements.

• Supervise the product development including requirements allocation, architecture, design, development, integration & test, and acceptance of products and solutions.

• Ability to evaluate data to identify systemic issues and trends; provide reports to senior management.

• Provide inputs to the Quality Program

Manager to ensure sound labor estimates on ECPs and ongoing proposal efforts.

• Perform HW and Software Configuration audits.

• Witness testing activities and formal quality testing, as required.

• Program Quality Plans

• Monitor and manage Quality budgets for product quality, program quality, and related projects and Other duties as assigned

Employee Population: This position is directly responsible for L-Code leadership to an organization of approximately 15 quality professionals.

Primary Customers/External Interaction: Key interface and establishment of effective relationships with all corresponding Customer Oversight Agencies (i.e. DCMA, MDA, DoD Customer, etc.), Program VPs, and Directors.

Basic Qualifications:

- Bachelor’s Degree in Engineering, Math, Computer Science, Business or related professional experience.

Experienced leader with a minimum of 10 years in various Quality, Operations, Engineering, and/or Program Management positions with increasing responsibility.

Extensive knowledge of DOD contract requirements and Program Quality Management.

Demonstrated track record of working with multiple customers and forming strong internal and external customer relationships.

Demonstrated Full Spectrum Leadership skills.

Experience building a strong team of direct and matrixed employees.

Demonstrated ability to drive process improvement and drive change.

Strong working knowledge of problem solving/root cause analysis and process management.

Ability to think and act strategically.

Secret security clearance required to start.

Desired Skills:

Master’s Degree in Business or Engineering related discipline

Experienced in implementing and maintaining AS9100-certified Quality Management Systems

Knowledge of Lean Six Sigma Tools

Engineering Quality Experience

Experience working in Agile Methodologies

Experience with missile defense programs

Experience with programs supporting the Missile Defense Agency
