In addition to a highly competitivebenefits package, we offer mentor and coaching programs to help ouremployees develop and grow their careers, along with opportunities forvolunteering and community involvement.SummaryBarr Engineering Co. is seeking a Senior National Environmental Policy Act(NEPA) Specialist to undertake challenging work pursuing federalenvironmental review opportunities across the United States, primarily inthe Intermountain West and Midwest and to help expand our existing in-housecapabilities. The person in this position will work with Barr's clients toidentify, scope, and manage environmental review, permitting, andcompliance projects, provide technical advice and support, help build andmaintain client relationships and pursue business development opportunitiesfor permitting services and NEPA analysis with a number of sectors,primarily with mining and energy-sector clients. We expect that this positioncan be served from one of a number of Barr's offices, fulfillment of thepositon responsibilities will require periodic travel to other locations.This person will work frequently with federal, state, local governmentofficials, non-governmental organizations and regulatory staff; resourcemanagers; other industry representatives; technical and informationresource experts; and interested and concerned citizens. They will also beresponsible for business development activities within the mining and energyindustries, including developing relationships with key clients, seekingopportunities to assist these clients with permitting projects, andpreparing proposals for such work.This person will also work with multidiscipline Barr project teams to manageand support the development of environmental review documents and permitapplications. Work tasks may also include managing archaeological/historicalreviews and surveys; managing threatened and endangered species reviews andsurveys; managing wetland delineations, inventories, and functionalassessments; developing regulatory strategies with clients; and consultingand negotiating with regulatory agencies. Minimum QualificationsBachelor's degree in chemical engineering, mechanical engineering, civilengineering, environmental engineering, environmental science,environmental policy, or related field15 years of experience directly related to environmental review and permittingprojects within the mining and energy-sectorsProven ability to lead, organize and direct multi-discipline teamsProject and team management, and business development experienceKnowledge of and experience with NEPA regulations and processesKnowledge of and familiarity with federal and Intermountain west states'regulatory agency staff, resource managers, and other government officialsExperience working in a fast-paced, deadline-driven, and at timesstressful environmentStrong oral and written communication skills and the ability to communicate ina consultative manner with project team members and clientsDemonstrated skills and abilities in negotiation; problem-solving;attention to detail; accuracy and producing high-quality deliverables;project organization and management; fulfilling commitments on schedule andmeeting deadlines; mentor
