The person in this position will undertake challenging work pursuing federal environmental review opportunities across the United States, primarily in the Intermountain West and Midwest, to help expand our in-house capabilities. This person will work with Barr’s clients to identify, scope, and manage environmental review, permitting, and compliance projects while providing technical advice and support. Responsibilities also include helping build and maintain client relationships and pursuing business development opportunities for permitting services and NEPA analysis with a number of sectors (primarily mining and energy sector clients). This position can be served from any of Barr’s U.S. locations. Barr may consider a remote working arrangement based on candidate qualifications. Fulfillment of the positon responsibilities will require periodic travel.

This person will work with federal, state, and local government officials; non-governmental organizations and regulatory staff; resource managers; other industry representatives; technical and information resource experts; and interested and concerned citizens. They will also be responsible for business development activities, including developing relationships with key clients, seeking opportunities to assist these clients with permitting projects, and preparing proposals for such work.

This person will also work with multidisciplinary project teams to manage and support the development of environmental review documents and permit applications. Tasks may also include managing environmental surveys/assessments (archaeological/historical, threatened and endangered species, wetland delineations, inventories, and functional assessments); developing regulatory strategies with clients; and consulting and negotiating with regulatory agencies.

Minimum Qualifications

  • Bachelor’s degree in environmental science, environmental policy, natural resources management, environmental engineering, or related field

  • 15 years of experience directly related to environmental review and permitting projects

  • Proven ability to lead, organize, and direct multidisciplinary teams

  • Experience managing projects and teams

  • Business development experience

  • Knowledge of and experience with NEPA regulations and processes

  • Knowledge of and familiarity with federal and state regulatory agency staff, resource managers, and other government officials

  • Experience working in a fast-paced, deadline-driven environment

  • Strong oral and written communication skills and the ability to communicate in a consultative manner with project team members and clients

  • Demonstrated skills and abilities in negotiation, problem-solving, attention to detail, accuracy and producing high-quality deliverables, project organization and management, fulfilling commitments on schedule and meeting deadlines, mentoring and training staff in preparing effective documents and applications, building strong working relationships, leading and participating in multidiscipline teams

  • Self-initiative and motivation with an emphasis on client service and meeting client needs

  • A flexible working style and willingness to occasionally modify personal schedule as required to meet project deadlines and/or client needs

  • Legal authorization to work in the United States without the need for sponsorship

  • Willingness to travel and work out of town

  • Acceptable driving record

Preferred Qualifications

  • Recent consulting experience

  • More than 15 years of experience managing environmental review and permitting projects within the mining and energy sectors

  • Experience with environmental review under state programs

  • Developed relationships with federal and Intermountain West state regulatory agency staff, resource managers, and other government officials

  • Established relationships with mining and energy sector clients

  • Experience working as a third-party contractor on federal EIS projects

  • Ability to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategies

  • Experience training and mentoring staff

NOTE: Some work locations may feature rough terrain typical of construction sites and may also require entering and working within facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Safety training will be provided.
