Under consultative direction and with some latitude forunreviewed actions, position makes decisions regarding the need forpermits, negotiates acceptable permit conditions and determines appropriatemeasures to minimize environmental impacts. Possess comprehensive knowledge ofrow acquisition and land management principals.ResponsibilitiesNegotiate with landowners and their legal representatives for the acquisitionand management of land rights for gas and electric utility facilities, up toand including the process of condemnation. Prepare easement packages,perform abstracting and other related courthouse documentation searches tofacilitate acquisition of easement rights.Prepare applications and negotiate for and obtain applicable permits fromrailroads, federal, state and local land management agencies for gas andelectric utility facilities. These include Conditional Use Permits from localmunicipalities. Prepare DOT and railroad permit applications for utilityfacility crossings and longitudinal encroachments. Prepare or assist inpreparation of other local and state permits as required.Represent the company before federal, state and local regulatory and landmanagement agencies, boards, planning commissions and councils. Prepareproject descriptions and summaries, respond to date requests and makepresentations to the governing jurisdiction's representatives in publicmeetings in order to obtain approval for projects. Act as primary spokespersonon all land rights related activities for the project.Perform planning, route alternatives analysis, selection, anddevelopment of sites and corridors for major gas and electric utilityfacilities. Depending on the scope and complexity of the individual projectthis responsibility requires close interaction with multi-disciplinaryinternal project teams, involving engineering, legal and projectmanagement staff. (Xcel Energy-South)Maintain a high level of technical knowledge and understanding of applicablefederal, state and local land rights laws, codes, ordinances andregulations. Implement effective negotiating strategies and techniques inorder to secure land rights at a fair and equitable cost. Serve as technicalresource to Land Rights Agents as needed.Ensure compliance with all permit conditions and landowner agreementsincluding easement conditions, documentation and releases. Makepost-construction damage assessments and settlement payments to impactedlandowners.Provides assistance to other internal Xcel Energy departments and subsidiariesinvolving land rights management and acquisition, valuation, schedulingand cost estimates for siting and land rights activities.RequiredBachelor's degree in real estate, environmental planning, land useplanning, or environmental policy.A combination of relevent education and experience totaling 8 years may beconsidered in lieu of the degree requirement.Minimum of 5 years of increasingly complex siting, acquisition and/or landrights management experience.Demonstrated project management skills.PreferredPreference for experience with local, state and federal land usepermitting, including compliance with NEPA and other federal environmentallaws and regulations.
