Oversees facilities engineering projects and provides engineering support for on-going operations. Reports to an Engineering, Operations or Asset Manager and works closely with Business Unit Managers and Asset Teams for each geographic area to ensure early identification of surface facility needs. Oversees evaluation of appropriate options and makes recommendations that meet the Business Unit needs and development strategies. Is responsible for the timely and on-budget completion of these projects. Coordinates work with other departments (e.g. EH&S;, Regulatory, Marketing) in order to coordinate all aspects for their successful execution. Provides on-going technical facilities engineering support for trouble shooting, optimization and identification of de-bottlenecking opportunities within the existing assets. Oversees selection of 3rd party engineering and construction firms that will be required to leverage their ability to provide complete project management services for the wide and diverse facility portfolio. Proactively implements all facilities projects with risk assessments and process safety management as a top priority.

Detailed Description

  • Work closely with Business Unit and capital projects team to plan overall concept engineering design for fresh water, oil, gas, produced water, and recycle infrastructure; Incorporate CGF strategy, fresh water and recycle strategy, and produced water disposal planning to ensure capacity and timing of infrastructure

  • Oversee contractors to evaluate and identify appropriate options and make recommendations that meet the Business Unit needs and development strategy

  • Develop or Update System Plans to support Midstream Services activity by coordinating with other departments (e.g. GIS,EHSR, Marketing, Prospect Development, Water, and Legal) and contractors

  • Communicate project results and decisions through maps, formal reports, stakeholder presentations, and System Plans

  • Develop project documentation consistent with the NAMS Onshore process; Critical project documents include System Plan, Project Charter, Design Basis Document, SoW Document, Contract Documents, Project Execution Plan, Staffing Plan, Risk Management Plan, Schedules and Cost Estimates.

  • Provide support to pipeline and facility execution teams during project lifecycle

  • Support “Business Development” Work – Support Marketing and BU on expansion projects; Work with all project stakeholders (Supply Chain, Regulatory, Land, Water, Operations, Prospect Development, Marketing, HSE, Power/Technical Services, and Management etc.) to develop cost estimates, schedules, and critical path items (Air Permits, DOT gaps, power, marketing contracts, disposal capacities, fresh water demands, etc.).

  • Maintain hydraulic models using Winflow and Excel spreadsheets to support capacity evaluations; work with well engineering to monitor type curve impacts and update tools

  • Assist with the developing and refining of cost metrics utilized in Capital Projects cost estimates and KPI’s as required.

  • Interface with management to provide reports and updates on progress, risks, and areas of concern through face to face meetings and weekly reports.

  • Attend weekly meetings with Prospect Development and Project Inventory

  • Run complex hydraulic models and size pipelines using Winflow; evaluate plant capacity for oil, gas, produced water for CGFs based on production profile

  • Work with Land group to identify feasible routes; obtain development AFEs for preliminary survey and ROW

  • Develop preliminary cost estimates for budget work and presentations

  • Develop project cost estimates using detailed ROW and material information; Develop AFE budget and work with Project Controls for AFE approval and updated LE budget process

  • Flexibility to occasionally travel to jobsites and contractor offices

Job Requirements

  • Bachelor’s degree in Chemical or Process Engineering preferred

  • Typically requires 5 years of project planning experience

  • Extensive Experience with Hydraulic modeling (Winflow), knowledge of oil, gas, produced water, and fresh water gathering systems, pumps, compressors, oil stabilization facilities, DOT 192/DOT 195 requirements, pipeline construction and project management required

  • Experience with upstream and midstream oil and gas projects required

  • Prior field experience and Primavera P6 software, P6 e/c, or Microsoft Project preferred
