Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

Role Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Senior Mechanical Engineer at the Reston, VA location to join the PCAPP SDC Engineering Team. This position will report to the Mechanical Engineering Group Supervisor.

This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am 5:00pm Monday Thursday. Overtime hours will be required as deemed necessary.

Principle responsibilities include, but are not limited to:

  • Evaluates, selects, and applies standard engineering methods, techniques, procedures and criteria, using independent judgment with limited oversight.

  • Develops and revises Piping and Instrumentation Diagrams (P&IDs) and mechanical system formal calculations.

  • Performs work involving the preparation, interpretation or review of calculations, piping and instrumentation diagrams, drawings, line, valve and equipment lists, specifications, datasheets, plans, procurement documents, and/or system descriptions for systems of moderate complexity. Supports work on Inspec database to support issuance of documents.

  • Participates in the following as assigned: Equipment design and development; System design, including concept sketches and layouts; Testing of materials; Reviewing and checking designs, drawings and data generated by other engineers or generated by suppliers; Preparation, or review, of engineering studies and reports; Preparation, or review, of material quantity estimates; Preparation and disposition of Field Change Notices (FCN) and Supplier Deviation Disposition Requests (SDDR); Preparation and disposition of Nonconformance Reports (NCR) and supports closure of actions on Corrective Action Reports (CAR).

  • Lead multi-disciplinary design teams on projects of moderate complexity.

  • Develops material requisitions and specifications for non-standard equipment and bills of material for off-the-shelf equipment and components.

  • Conducts document and design checking as required.

  • Prepares technical reports related to specific design issues.

  • Demonstrates leadership qualities with emphasis on continuous improvement and team building, and interpersonal communication skills.

  • Assists in preparation of forecasts, quantity take-offs and change orders.

  • Participates in field walkdowns.

  • Provide guidance on engineering methods, techniques, procedures and criteria to expand the skillsets of peers

  • Participates in and fosters a work environment that is based upon openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.

  • Day to day responsibilities may include support to: operations, maintenance, acquisitions, safety, and/or quality.

  • Reviews submittals from equipment manufacturers or subcontractors and of a moderate degree of complexity. Prepares comments and recommendations. Interfaces with vendors.

Basic Qualifications:

  • Bachelor of Science degree in an engineering discipline from an accredited university or college with 9 years of progressive, relevant engineering experience.

  • Related experience includes, but is not limited to, experience in Piping and Instrumentation Diagram (P&IDs) development and mechanical calculations related to hydraulics, equipment sizing, and overall system design for waste processing, refinery, power, or chemical process facilities.

  • Professional Engineering Registration recognized by NCEES or ability to obtain within 12 months of hire.

  • Must be a US Citizen.

  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety).

Minimum Qualifications:

  • Must be physically fit and able to work safely at a construction site. Must be able to work a flexible schedule and/or additional working hours during Key Project initiative time periods

  • Excellent listening, oral and written communication, planning and organizational skills

  • Professional Registration in Mechanical or Chemical Engineering.

  • Must have strong understanding of Mechanical discipline drawings and system calculations.

  • Excellent listening, oral and written communication, planning and organizational skills.

  • Experience with Microsoft office programs, VISIO, and other common computer programs.

  • Must be able to complete a pre-employment drug screen and background check.

Preferred Qualifications:

  • Familiarity with common engineering tools such as MathCad, AutoCad, Finite Element Analysis tools, Computational Fluid Dynamics tools, etc

  • Familiarity with government Systems Engineering, Configuration Management programs; preferably those used by the Department of Defense

  • MS in Mechanical Engineering or Chemical Engineering from an accredited university or college.

  • Knowledge of Bechtel corporate guides and standards.

  • Field experience supporting installation or troubleshooting of installed and operating equipment/components

  • Experience working within an engineering group in an operating facility

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
