Tri-State Generation and Transmission Association, Inc. Engineer (System Metering and Substation Automation) I, II, III or Senior (IRC35065) in Westminster, Colorado

Brief Posting Description

Provide engineering support, project coordination, and technical representation as a subject matter resource and project team member to several functional groups within Tri-State, as well as external entities, including member systems, transmission operators, municipal utilities, and independent generators, regarding boundary, generation interconnection, and delivery point metering, remote terminal units (RTUs), and intelligent electronic devices (IEDs) and systems to assure effectiveness of remote monitoring and control, Supervisory Control and Data Acquisition (SCADA), and substation automation (collectively, Remote Monitoring and Control Devices (RMCDs).

NOTE : There is one position available and this position will be filled at either the Engineer I ( System Metering and Substation Automation) (NB18), Engineer II ( System Metering and Substation Automation) (NB20), Engineer III ( System Metering and Substation Automation) (NB22) or Senior Engineer ( System Metering and Substation Automation) (NB23). This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Hiring Salary Range: $61,000-$76,000

Engineer II (System Metering and Substation Automation)

Hiring Salary Range: $ 74,000-$92,000

Engineer III (System Metering and Substation Automation)

Hiring Salary Range: $90,000-$112,000

Senior Engineer (System Metering and Substation Automation)

Hiring Salary Range: $99,000-$123,000

Actual compensation offer to candidate may vary outside of the posted hiring range based upon work experience, education, and/or skill level.

Job Requirements


  • Perform as project engineer and project manager for engineering, procuring, constructing, and implementing and communicating with RMCD systems as "stand-alone" projects, and as the responsible contributing project team member representing the System Metering functional group on all matters pertaining to RMCDs incorporated in substation projects.

  • Provide engineering, technical subject matter assistance, and project support to Telecommunications and Control Systems Specialists within the System Metering functional area, as well as to Transmission and Telecommunications Engineering and Construction, Transmission System Operations, Transmission and Telecommunications Maintenance, and Power System Planning functional groups within Tri-State regarding RMCD systems.

  • Provide support to the Transmission Contracts, Energy Resources and the Energy Markets functional groups within Tri-State by assisting in the drafting, review, and negotiation of RMCD system requirements and specifications included in documents and contracts with member systems, transmission operators, municipal utilities, independent generators, and other external entities.

  • Provide support to Netting and Settlements, the Energy Management System (EMS)/ and the Meter Data Management System (MDMS) Data Assurance functional groups by performing analysis, calculation, validation, and problem resolution of (i) meter data, including aggregations, subtractions, netting, transformer and facility loss, (ii) SCADA data, including analog scaling, and (iii) historical and current demand and energy data, using Tri-State's Meter Data Management System (MDMS), SCADA/EMS, Pi-Historian, and other available Tri-State information systems.

  • Coordinate and document the configuration management, change control, and administration of RMCDs, including maintaining configuration management programs and using databases, spreadsheets, and other tracking and management tools, including Tri-State's Geographical Information System (GIS).

  • Provide support to the Transmission Reliability Support functional group in the assessment of transmission elements versus balancing authority metered boundaries as related to North American Electric Reliability Corporation (NERC) Reliability Standards compliance (BAL-005).

  • Coordinate with Power System Planning, GIS, and Transmission Engineering, Construction and Maintenance functional groups, to implement and document primary sources of Watt and VAR measurement (including, but not limited to, transducers, panel meters, and revenue meters) and determine proper CT/PT ratios to ensure accuracy and transmission element ratings are within telemetry limits.

  • Define and verify RTU points and wire lists for metering, SCADA, and substation automation systems.

  • Perform power quality analysis, identify causes and propose solutions.

  • Assist in the evaluation of construction and maintenance methods related to metering and substation automation.

  • Evaluate RMCD equipment, and develop associated application and installation standards.

  • Develop and maintain standards and procedures related to metering and substation automation such as tiered metering requirements, based on load, equipment specification and change control, cyber security, and time reference requirements.

  • Develop and maintain large scale system metering network connection diagrams.

  • Provide mentoring to junior level engineers and technicians.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

  • Perform other related duties as assigned.


  • Planning: Identify the sequence and schedule of tasks necessary to complete short-term (weekly/monthly/quarterly) and long-term (6-18 month) project assignments.

  • Time management: Multi-task through multiple concurrent projects to adjust and meet individual task deadlines and project in-service dates according to customer and operational needs.

  • Project management: Application of initiation, planning, execution (monitoring and control), and close out tools and techniques in a project life cycle.

  • Problem analysis and resolution: Rapidly, concisely identify, analyze, present alternative solutions and tradeoffs, from both a tactical and strategic perspective.

  • Technical skills in hardware and software application of RMCDs.

  • Excellent interpersonal and written/verbal communication skills to effectively, productively, and respectfully interact with co-workers, member system and other utility personnel, materials vendors, and the general public.

  • Strong team player with ability to participate in a collaborative team effort toward common goals, capable as a contributing team member or a team leader, depending on the assignment, and maintain effective working relationships with Tri-State, Member System, and other utility personnel.

  • Ability to work independently, with minimal direction as a highly motivated self-starter; (i) supervision over this position is general and work is assigned in terms of general objectives of project scope, technical, time schedule, and cost constraints; (ii) employee is expected to work independently on routine assignments and keep supervisor informed of progress and problems; (iii) employee is expected to research, know and apply engineering principles and practices, learn application of guidelines, and discuss deviations from guidelines with supervisor; (iv) employee is accountable for meeting deadlines, accuracy of work, applying sound prudent technical practices, engineering methods and procedures; and (v) work is reviewed for overall effectiveness, soundness of judgment, adherence to guidelines, technical competence.

  • Seeking the direction, advice and counsel of more senior and experienced level engineers, and field maintenance and operations personnel.

  • Coordinating with appropriate functional group personnel as necessary to complete project assignments.


Education and Training:

  • Bachelor's degree in electrical, electronic or related engineering discipline. Additional continuing education, training, seminars, and coursework in power systems, industrial automation and control systems, electric metering, SCADA, and substation automation.

Knowledge, Skills, and Ability:

  • Extensive knowledge of electrical and electronics principles, hardware, and software, as applied to meter engineering, SCADA, and substation automation.

  • Extensive knowledge of 3-phase power systems and phasor analysis as they apply to system metering principles.

  • Ability to gain a working knowledge of Tri-State's telecommunications network, (EMS), SCADA, MDMS, and GIS for analysis of RMCD performance and data.

  • Working knowledge in the use of Windows-based operating systems, Office Suite applications (spreadsheet, word processing, database, visual, email, project).

  • Ability to learn database and specialized software programs related to RMCD configurations.


  • Eight (8) years of experience in a power transmission systems engineering-related area such as substation design, metering, system protection, substation automation, system operations, or power system planning.


  • Normally scheduled 40-hour work week. Extra and/or irregular hours, evenings and weekends may occasionally be required from time to time, if needed to resolve a safety, service, or schedule affecting technical problem.

  • Must be willing to be present in energized as well as de-energized electric substations when escorted by "switch-person certified" Tri-State personnel.

  • Must be willing to travel as required (Must possess a valid driver's license).

  • Must reside within 60 minutes one-way travel time of base location.

  • Travel to Tri-State headquarters using personal vehicle (approx. 14 miles from base location) as necessary for job duties.


  • Project management software tools, processes, and techniques experience, education, training, or certification.

  • Proficient level computer and information systems usage experience desired.

NOTE : The above requirements describe the experience and education qualifications for the Senior Engineer ( System Metering and Substation Automation) . Those with less experience will be hired at the level I, II or III.

  • Physical demands : While performing the duties of this position, the employee is occasionally required to sit, stand, walk, stoop, bend, climb stairs and ladders, reach above and below shoulder level and push/pull objects of varying weights, and safely lift up to fifty pounds, including lifting and carrying the types of RMCDs involved, as well as associated test equipment, for transport, installation, and testing. Incumbent is frequently required to use hands and fingers to handle, or feel objects, tools, or controls, talk and hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

  • Mental demands : Application of specialized knowledge of electrical/electronics engineering principles and practices applied to electric utility system metering, SCADA, and substation automation devices, equipment, and systems. Work may involve complete projects of varied scope and complexity or comparable phases of broader projects requiring independent analysis and integration of results. A high level of independent judgment is exercised in decision-making and adapting broad guidelines (comprising engineering principles and practices, company policies and procedures, applicable regulations, industry standards, contractual requirements, and equipment specifications) to meet specific situations. Required to (i) apply logical and analytical, clearly thought out interpretation of data to determine and apply appropriate techniques; (ii) maintain clear thinking and safety awareness of an energized electrical facility environment; (iii) maintain clear thinking during medical emergency; (iv) be able to develop plans regarding technical details, scope, schedule, and cost of projects.

  • Work Environment: Work will be conducted primarily in an indoor office, but occasionally outdoors as may be required from time to time. Environment includes office, workshop/lab and test bench, maintenance building garage, shop and yard, energized/de-energized power station control building and yard environment (which may require a qualified escort). Outdoor conditions may include working at remote sites without restroom facilities, running water for drinking or washing, food convenience stores, emergency services, communications or cell phone service, or fuel for vehicle and working in varying weather conditions.
