Engineering Manager II – Supplier Quality Assurance

The Manager of Supplier Quality Assurance, reporting to the Sr. Director of Supply Chain, will scale, oversee, and manage the Supplier Quality and Continuous Improvement programs for Ball Aerospace & Technologies (BATC). They will provide leadership to scale the existing organization, effectively partner with BATC Mission Assurance and maintain quality levels that meet and exceed customer expectations. The Manager of Supplier Quality Assurance will implement and maintain a statistical based quality system, develop and maintain supplier quality controls and audit systems in compliance with US DoD Regulations and ISO standards, and maintain supplier quality relationships. Function includes management and oversight of Incoming Inspection Department and Supplier Quality Engineering Teams; assurance that relevant procedures are managed and continuously reviewed and improved for compliance and operating efficiencies; ensures that Purchasing QA department personnel are trained; ensures compliance to applicable regulations, relevant to the scope of department. The appropriately qualified candidate will have a broad and diverse skillset that includes knowledge of electrical and mechanical components, materials & processes, inspection best practices, supplier quality engineering, cybersecurity, and risk management in the Aerospace and Defense industry.

What You’ll Do:

  • Determine the overall quality and continuous improvement strategy for BATC, to align with the Supply Chain and Company’s overall strategic plan. Assess current organization operations, recommend & implement process efficiencies and enhancements.

  • Manage a diverse group of specialized quality engineers (SQEs), broadly experienced inspectors, and others assurance professionals who administrate supply base oversight, perform incoming material inspection and risk management, verify supplier information and security measures, and interface with programs and suppliers.

  • Proactively partner with Supply Chain Management (SCM), Engineering, and Maufacturing to address supplier performance issues, supplier assessment needs, and component defects.

  • Build strong quality systems for determining the appropriate infrastructure and resources required for department to achieve business objectives.

  • Ensure internal processes and metrics are aligned to create highest product quality and competitive advantage; monitor and address anomalous part flow, identify, devise, and implement process and fidelity improvements, and work with SQE and Inspection supervisors to address staffing and workload.

  • Provide Supplier Controls leadership throughout the product development process; build effective partnerships with BATC design engineers to help improve “Design for Supply Chain” and proactively mitigate downstream quality risks.

  • Review and Approve Supplier Quality Agreements and the Approved Supplier List; Oversee investigations of Supplier quality processes, address issues to insure timely closed loop corrective actions and reports as required.

  • Oversee the management of Nonconformance Reporting, Investigation and Disposition.

  • Support supplier quality programs to help suppliers improve and better align with BATC standards; Conduct supplier audits as needed to meet objectives.

  • Partner with Manufacturing, Mission Assurance, and Engineering to create and direct programs to ensure the quality of the product.

  • Provide training and leadership and represent a positive and enthusiastic role model to ensure high engagement across the team.

  • Ensure Ball’s counterfeit material processes are effective and keep pace with the ever-changing threat landscape.

  • Partner with Mission Assurance to develop and flow program specific requirements to suppliers, collaborate on security issues, improve quality engineering teamwork, and respond to quality issues.

  • Ensure Materials & Processes (M&P) are in place to define inspection requirements and hold supervisors accountable for working together to share data, identify needed improvements, and ensure Supplier Quality Engineers partner with industry to improve the supplier.

  • Represent Ball Aerospace as the resident expert to our Government counterparts (DCMA), internal auditors, industry partners (AIA) and customer representatives.

  • Mentor, train and supervise a diverse and growing team of Supplier Quality Assurance and Inspection professionals in a manner consistent with all Federal, DoD, Commercial and other unique customer regulations and which embraces the Ball “Go Beyond” mindset.

  • Ensure that all business is conducted using the highest ethical standards and in compliance with all applicable laws, statutes and regulations as well as company policies and directives.

  • Perform those administrative activities necessary for the effective management of the company including provision for the selection and development of employees, salary administration, budget administration, employee safety, employee counseling and motivation, organization goals and objectives, and planning, organizing, integrating and measuring the work performed within the company.

  • Perform such individual assignments as directed; establish and maintain effective work relationships within the SC Organization, Ball Aerospace, Ball Corporation, and the community; and maintain the professional competence, knowledge and skill necessary for the satisfactory performance of all assigned responsibilities.

  • Maintain a regular and predictable work schedule.

  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.

  • Perform other duties as necessary.

What You’ll Need:

  • BS/BA in related field plus 12 years or more related experience.

  • Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.

  • This position will require a change agent who can motivate direct report, stakeholders, and collaborate across the company working toward the desired outcomes. The individual will aid in implementation of task solutions, verification of task execution to standards, and deliver satisfactory audit performance.

  • Must possess expert knowledge and hands-on experience working in the DOD environment as a Quality Assurance Manager, minimum 10 years in a supervisory / leadership role. Expert knowledge of Federal Acquisition, CMMI and other Industry Regulations will be imperative.

  • Working knowledge of Counterfeit EEE and Materiel (AS5553, AS6174, and associated DFARs), supplier cybersecurity flow downs and compliance measures (CMMC, NIST SP800-171, NIST SP800-53, and associated DFARs) and how to assess suppliers to those requirements.

  • You will need an understanding of low volume, high mix manufacturing processes, ideally in the Aerospace and Defense industry, and how they interact with the supply chain, quality assurance, operations, and planning.

  • A working knowledge of standard tools, KPIs and processes required to support and measure the value-add of the SC QA organization.

  • Ability to act in a leadership capacity, provide vision to those supervised, and guide diverse departments and employees to ever higher levels of achievement.

  • Effective Communication & Presentation Skills - Ability to effectively listen and communicate both orally and in writing with all internal and external customers as well as all levels of management.

  • Proven ability to satisfactorily lead company participation in customer led audits. Regulatory Comprehension Skills - Ability to comprehend, recognize and provide advice to the Company to ensure compliance and preclude potential noncompliance issues.

  • Self-starter, self-directed.

  • Ability to obtain a US Top Secret / SCI Clearance.

  • Ability to Travel 10 – 25% of time.

Desired Skills/Experience:

  • ASQ, CMM or other related industry recognized certification preferred.

  • Majority of career spent as team / organizational leader in Aerospace & Defense Supply Chain organization; 25% or more of career with Tier 1 Defense Contractor (i.e. Raytheon, Lockheed Martin, Northrup Grumman, etc) in Engineering Design, Quality Engineering, or similar role preferred.

  • Varied experience across all types of material-based and manufacturing programs from Research & Development (R&D), to high rate repeatable production; experience with Space related programs a plus preferred.

Working Conditions:

  • Work is performed in an office environment, laboratory, cleanroom, or production floor.

  • Travel and local commute between Ball campuses and other possible non-Ball locations may be required.
